Your Role

The People and Engagement (P&E) Enterprise Planning, Principal will report to the Director, P&E Strategy and Planning. In this role you will support the creation, ongoing execution and reporting of P&E's enterprise-impacting plans and initiatives, and maintain alignment with our people strategy and P&E annual planning efforts. This will include Blue Shield's human capital and strategic workforce planning processes, select high-priority initiatives that have organization-wide impacts and interdependencies, and the systems that support these efforts. The role is cross-functional and will have frequent collaboration with stakeholders across the P&E team, enterprise planning community and other leadership.

Your Work

In this role, you will:

  • Lead Blue Shield's annual human capital planning process for 7000+ full-time employees across all business units, in coordination with the planner, people strategy, HR business partner and finance teams; own the leadership-level reporting of plan performance and partner with Analytics and Reporting teams on data and dashboarding capabilities
  • Own, maintain and improve the position management and related workforce planning systems that facilitate Blue Shield's human capital management, collaborating with P&E Tech and enterprise IT teams on enhancements
  • Manage the proposal and ongoing review process for P&E's strategic and enterprise operational initiatives (including financial requirements and operational milestones)
  • Partner with Human Resources Business Partners to identify, approve and manage the workforce required to execute on Blue Shield's unique, strategically-funded enterprise initiatives
  • Collaborate with business unit planners to identify and prepare P&E-team-based support and thought partnership for initiatives (e.g., change management, talent acquisition, learning and training)
  • Research best practices, industry trends and new innovations regarding strategic workforce planning that drives P&E's continued maturity in this space, including contingent workforce planning opportunities
  • Be responsible for planning and implementation of complex programs spanning across business areas which encompass multiple projects and initiatives
  • Ensure strategic direction of programs are in line, and design strategies for alignment with goals and objectives
  • Be responsible for facilitating the annual strategic planning process, in partnership with current P&E Strategy and Planning leaders
  • Work in conjunction with financial partners to complete business planning and forecasting
  • Manage budget planning as part of the annual budget cycle, in partnership with P&E Planning leaders

Your Knowledge and Experience

  • Requires a bachelor's degree or equivalent experience
  • Requires at least 10 years of prior relevant experience, with a focus on-
    • Strategic workforce planning and position management
    • Program and project management
    • Senior-leadership-level communication (verbal and written)
    • Interdisciplinary team, stakeholder, and initiative management
  • Requires the ability to operate autonomously with limited oversight, and think proactively around next steps for achieving goals and creating value
  • Requires experience managing complex cross-functional partnerships within and across business units
  • Requires the ability to think strategically and problem-solve complex, dynamic issues
  • Requires the ability to develop streamlined and polished content for a wide range of audiences (PowerPoint decks, financial and analytical presentations, leadership dashboards, operating initiative progress reports, etc.)
  • Requires ability to maintain high levels of organization in the face of a changing environment or priorities
  • Knowledge of change management principles and practices preferred
  • Competency across Microsoft Office (PowerPoint, Excel, Word), Oracle, Monday.com, and Airtable products preferred
  • Healthcare experience strongly preferred
  • Master's degree in Healthcare Administration, Business Administration or similar field preferred

Pay Range:

The pay range for this role is: $ 145970.00 to $ 218900.00 for California.

Please note that this range represents the pay range for this and many other positions at Blue Shield that fall into this pay grade. Blue Shield salaries are based on a variety of factors, including the candidate's experience, location (California, Bay area, or outside California), and current employee salaries for similar roles.
